Not to throw cold water on this, (bravo, Rich, BTW) but I heard Obama might try to “backdoor” a deal, signed in Copenhagen, which would be legally binding, in the US. Essentially a treaty that enforces cap & trade.
Guess it’s nice to know that when the Dems drag our economy into a depression – their fingerprints will be all over it.
If Obama were to sign a treaty – which would suck KC – I’m assuming that the Senate would still have to approve it? I’m out of league here (Floyd – help!) but I don’t think that the Pres. could just sign any instrument that would be legally binding without some sort of Congressional approval.
Any treaties have to be ratified by the Senate. Senator Inhofe said he’d be in Copenhagen to make it clear that won’t happen.
I was under that impression, too, Rich. Guess if it requires the full 60 votes to ratify – that would be a major problem for the Prez.
